One of 2-3 along the gravel road next to the community garden. It's not obvious in these photos, but the bird had very fine streaking along its supercilium. When it flew, it showed its white outer tail feathers.

Note complete white eye ring, rufous lesser coverts, pale malar wrapping around cheek, and off-white belly. Photo also shows hint of the white outer tail feathers.
