No clue. Fly or wasp? Maybe a saw fly?

This Golden-Backed Snipe fly was found only a few meters from a gravel track at the Louisa County High School. No other specimens of this kind were examined through our observations on this day. It was flying close to a group of honeysuckle bushes. Conformation on this specimen would be appreciated. The most tell tale markings on it is the yellow spot on its back. Unfortunately, one of its wings is gone after an incident with one of my previous observations, the Calico Pennant. I found this colorful insect in one of the plant boxes on my back deck. His gold coloration made me curious as to what he was!
