Found under water in a tide pool

All are white. Is this instead a dog whelk - Nucella lapillus? During the week of March 30th, large numbers of these suddenly came to the high tide zone and congregated on large boulders. I assume laying eggs?

This snail was discovered at low tide out at Cattle Point. It was in the lower intertidal zone attached to rock. It was about a inch long and half inch wide and had it a large smooth shell.
